She definitely does want a phone - she wants to use it while she's out and about. If she allowed us to set her up with broadband (she had dial-up and was fine with it, but is refusing to upgrade to broadband) then I'd like to give her a tablet too to use around the house.

If she doesn't have broadband then make sure she has a mobile deal with an inclusive data bundle - either a capped contract or a pay as you go with a data bundle. Pure payg - except possibly on three - could be pricey, depending on how much she checks those headlines.0
