IP address - getting 169 instead of 192

This is a bit too techie for me and something I have never encountered until now!!
I have an EE Y800 personal hotspot router and have the DHCP IP Pool set to 192.168.1.100 - 200 as default.
I use 5 devices (it can take 10) joined to it, ie a Windows laptop, a Chromebook, Apple TV, iPhone 6S and an iPhone 6.
Usually when I check all the connected devices, they list with all their IP addresses within the numbers of the DHCP IP Pool.
Today, the iPhone 6 (my wife`s) would not join/connect. It shows on the iPhone wifi list of available networks, but when I try to join, the little "waiting" wheel goes round and round continuously and the phone never joins.
I checked the Y800 settings and in the list of connected devices, I can see the iPhone 6, but the IP address starts with 169 instead of 192.
I Googled this and see that addresses beginning with 169 are not connectable and is usually a result of a fault.
The only faults mentioned online that I can see, are with the router. This confuses me as all the other devices, including another iphone (my iPhone 6S) connect ok as usual.
I have reset the router but the problem still persists and I cannot connect this iPhone 6 to the router, and the IP address starts with this non connectable 169 number.
Before I contact Apple...is this likely to be an issue with the iPhone, rather than the Y800 router?

a 169 address is what a device will default to when it cant get an ip address from DHCP.
Test on another wifi network, if the phone connects then the phone is fine.
Have you changed any network/wifi settings in the iphone ?
Have you restricted your router to 802.11n only ?
You say you reset the router, was this a hard reset (factory settings) ?0 -
Yes it works fine on other wifi networks.
There is no change to that iphone settings, and a hard reset was performed on the Y800.

Sorry, missed the other bit re restriction. There is no restriction on the router, in fact the other iphone, a 6S, works and connects fine.

As already suggested a 169.x.x.x address is created by the device itself when it can't get a real one.
Its not usual for the DHCP server to 'assign' the 169.x.x.x address under normal circumstances so it sounds like the iPhone is the issue.
Although I am unsure how the Y800 is actually talking to the iPhone 6 and reporting its IP address when it has a 169 address.
I know it sounds obvious but have you tried rebooting the iPhone?0 -
Usually, the most obvious is the one that is forgotten about......I will try that later when my wife gets back with it !:T

Try 'forgetting' that particular network and then scan for it again.0

I'd double-check the router settings. Is there any way the phone could be trying to get an IP address that has already been assigned? Do you have MAC filtering enabled?
And check the settings on the phone too -- is it set with a static local IP address instead of using DHCP? Has the local gateway been manually set?0 -
