You can only complain to the SRA depending on the content of the letter so if you can scan and upload to a photo hosting site like photobucket

Indigo work on the basis that they take any payments made freely. Those that fail to pay by day 28 go to/sold to (?) ZZPS who then use Wright Hassall letterheads to generate all sorts of additional amounts. You are likely to find a number of falsehoods in the WH paperwork. Why WH allow this at the risk of a complaint to the SRA no-one knows.
Only Indigo can press the button on issuing a claim despite the nonsense in the ZZPS/WH letters - but the more you ignore the more likely this will happen. Indigo have made a few claims but that was for 100's of tickets and not 14.
PALS can't help, and Estates are not likely to help either. The Union can help but only if there is a claim when you'd be using your union's legal team to fight it.
So you can look forward to the possibility but not the likelihood of a claim. And the likelihood of more nonsense from ZZPS/WH who are powerless - it's Indigo's ball to run with.This is a system account and does not represent a real person. Evidence of just 2 court hearings so far this year is tiny, compared to other PPCs:

Apart from anything else, taking a doctor or nurse (or patient) to court does not look good if publicised so they are certainly less likely to try court, regarding NHS sites.
Do read the NHS parking guidelines as already linked by Redx because it mentioned not penalising patients or staff with 'fines' where the money goes to a third party.
Your Mum should respond to the letter, just denying liability and not giving WH any info (e.g. NOT saying who was driving!). She can dent liability as the registered keeper and ask for evidence of contraventions.
She should take some photos of the signs in this car park - NOW - while she still works there. If it goes to a hearing these cases are defendable but one main point will be unclear signs/no contract to pay the parking sum itself and that needs signage wording evidence.
And the NHS Trust which employs them is vicariously liable for the actions of their agent (e.g. they are liable for actions which flout the Government Policy):

She definitely taken the advice and spoken to her bosses but they've been less than helpful! She'll keep trying but may have to wait for this to escalate (if it does) the hospital said they had an amnesty up until recently and after that they said Vinci/indigo would be pursuing fines from a certain date.

She should respond with more than that to a Letter of Claim...has her reply been sent yet?
Write for the Judge who'll see this exchange of letters later. So she should be saying more, things she wants a Judge to see, such as:
- taking a doctor or nurse (or patient) to court is outwith the Government's NHS Parking Principles.
- penalising patients or staff with 'fines' where a third party profits, is categorically against the same policy.
Ask WH why they are threatening NHS staff members and suggest they read the NHS Parking Principles without delay because they are about to embark on ill-advised litigation. And tell them that they have been reported to the SRA for misleading an unrepresented consumer by suggesting that they can merely 'seek' and then enforce with bailiffs or attachment of earnings orders, a CCJ as if it is inevitable.
Their letter misstates the position which of course does not automatically result in an order nor necessarily wreck credit for 6 years. There is the small matter of a defence and a hearing...and if she loses she gets no CCJ/bailiffs or any repercussions if she lost but THEN paid.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
