    Instead of rudely claiming he does this because he's got nothing better to do consider that he may have had years of problems parking outside the house he lives in because of people choosing the easiest option for themselves.
    He may or may not own the land but if you can park by your sisters then why not park there?

    You're considering him a bully. Isn't parking there knowing its causing a problem for him just being pig headed.

    At the end of the day if you want guaranteed or private parking then it's something you consider when moving in to an area. If you choose to move in to a terraced steet with nothing more than on street parking then irrespective of whether you live there or not it's the risk you take. Afterall if it's not private land we all pay towards it so it's just tough.

    If it is private land, which doesn't appear to be the case, then some cheap signage would go a long way to clear up any misunderstandings with people like op.

    I have a neighbour who insisted he had exclusive rights to park on a communal drive outside his property. He doesn't and when people stood up to him, he had to back down. He's still a pain and regularly blocks the access but he does shift the car when asked.

    There is no point in giving in to bullies, it just makes them worse. But OP needs to clarify whether that access road is or is not private property. It looks to me like it isn't, but what it looks like and what it actually is may be completely different things. (I can't spot the sign let alone read it)
