In 2011, i got a PCN from a free carpark after staying over the limit. I ignored it and they stopped bothering me. A couple of weeks ago I recieved another letter from a company who is recovering my fine and wants £154 from me. Got another letter today saying i could have a discount if i pay before the end of the month. What do I do now?

Desperate for money, who is the PPC and who is the debt collector ?
Think we can all guess anyway but do tell.

When in 2011 did you get your ticket, the month and day.
WhY .. because once it's over 6 years, they cannot take you to court
It's now 2016 SO NOT LONG TO WAIT

Do a search on here and on PePiPoo for 'BW Legal £54' and read the dozens upon dozens of threads that have been written and responded to.

Dependant on whether the letter is an early stage reminder/debt collector one or one headed 'Letter Before Claim', respond as per the advice detailed in the appropriate threads.

It is impossible for the half a dozen heavy-lifter regular contributors here to provide all the base details and answer all the subsequent questions that flow - they've all been covered any number of times, as you will discover from an initial search on the forums listed.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

thats why , they are employing a monkey on peanuts to trawl through all the old unpaid invoices before 6 years has elapsed

do as above, both forums are awash with similar cases, because they are issuing the notices by the truckload

same advice for you as for everyone else , send them a debt denied letter by GAN over on pepipoo

Search for the letter by a forum member over there called GAN. That's probably the best response to give these shysters trying to con you out of money. You're not the only one to receive such a claim relating to 2011 or so - there's at least one on the first page on Pepipoo right now.

    And most of all ....

Now i am even more confused. I read some old threads and some people are saying to ignore it again and some are saying to send a template letter to say the charge is denied. I really dont know what half the posts mean

You have to do the legwork to get to understand this stuff. If you're expecting a one-line answer to resolve your case, I'm afraid it isn't going to happen.

There are, across the country, probably thousands of similar cases. Between MSE and PePiPoo we are probably dealing with only a tiny fraction of the total. There is no way in the world that these are all going to get to the court stage, all at the same time. So you have time to research, read and learn.

You must fight fire with fire. The ones most likely to receive court papers are those who don't respond at all; they will be seen as low-hanging fruit, easy, and ripe for the picking. You need to make sure they see you as 'too hot to handle' so they move on to seemingly easier prey. The only way to do that is by getting up to speed with all of this.

its bw legal on behalf of Vehicle control services. The fine was in September 2011 so only 5 years ago.

    Yes, we guessed that.

VCS as a company have been a complete failure collecting parking charges so they are now on a blitz using BW Legal

BW Legal must have sent out countless thousands of these letters recently, They beg for money just like bods you see on the street.

You read about BW Legal here
    http://parking-prankster.blogspot.co.uk/search?q=bw+legal

And read all about VCS here
    http://parking-prankster.blogspot.co.uk/search?q=vcs

As you can see the scammers are now having a go at you.

So, who remembers 5 years ago ??

If this was me ... others might disagree, my letter to BW
    LEGAL would be.

    Dear Sirs,

I am in receipt of your letter dated ....

I am not certain why you write to me making a claim for monies and then offering a discount.

You are required to give me full details and your authority to contact me. I require a statement of the person/company who authorised you to contact me

I note that you are registered with the SRA (Solicitors Regulation Authority). If you fail to reply to me within 14 days, I will ask the SRA to investigate your eroneous claim

    yours faithfully
