Just got a pcn while parked at hospital. I have read the stickies and I am waiting before appealing, as this seems to be the suggested way to go. I am going to phone the PALS at the hospital as well, but I expect them to say they can't do anything about it. The reason I think this is that UKPC have only just started patrolling the carpark and on the hospital web site they state "once issued; they cannot be withdrawn or cancelled by the Trust or its PFI partner". Is this correct ,if so is there any point contacting PALS.
Where I parked turned out to be staff parking only. This wasn't clearly marked, A couple of weeks earlier I was told by a nurse that I could park there but would have to buy and display a ticket , which I did.
Any extra advice much appreciated

PALS are saying that to cut the hassle for them!
Complain to them in tandem with appealing in line with the advice in the newbies faq thread0 -
appeal to UKPC around day 25 or so , as keeper , using the blue text appeal

so dont accept any lies about what they may say, as the Secretary of Stae (Hunt) and his department have made it crystal clear

Why not send a Freedom of Information request to ask to see the cancellation (of parking tickets) element of their contract with UKPC. That will then give you a better platform on which to base your attack on the hospital.
A FOI reply will likely take longer than the time available to make your initial appeal to UKPC, so do this in parallel to appealing to UKPC, not instead of doing so.

Redx , that link very interesting. When I was told I had to attend hospital for a 15 min appointment everyday for 3 weeks I asked if there was any permits available, was told no that I had to buy a ticket everyday.0 -
just goes to show how far behind the times these places are because Jeremy Hunt made his statement and issued those guidelines 2 years ago
they cannot cancel out their obligations under the laws of the land or the NHS paymasters (Dept of Health) with a few weasel words on a website
Hugh Fearnley Whittingstall found weasel words on Starbucks website about paper coffee cups , forcing them and Caffe Nero and Costa to change their words and the website for Starbucks was woefully out of date as they had the 100% recycling target set for 2015 , it was still saying that this year , 2016
I am sure that contractual laws in england and wales and the Dept of Health guidelines plus the BPA CoP hold more sway than a few ill thought out weasel words on a trust website !
so as mentioned earlier , put them to the test with an FOI request, if they redact it or refuse to answer report them to the ICO

their site also talks about a new car park in the next 6 months with a pay on exit barrier , so they have applied some of the guidelines , but remain responsible and jointly and severally liable for the actions of UKPC

My wife has a permit for the hospital she works for (not this one) and they use UKPC as their parking scammers.
She has it in black and white from the hospital estates department that they have an internal committe that reviews all appeals and tells UKPC whether to cancel or not.
How this hospital can abdicate their responsibilities as land owner, (or is it us as NHS funders?) I don't know!0 -

I have tried phoning pals at hospital today but no one there so have sent them an email. I shall wait for their reply and if its no then I shall ask for a FOI as suggested by umkomass.
As a matter of interest I was at the hospital today and all other staff parking areas have a large sign at the entrance. Where I parked was Just like a side road that led to the Dept I was going to. It has disabled parking along one side and parking for staff along the other. There is no sign at the entrance to this road , just two small signs on the wall which you have to get out of your car and walk up to to read.
I was looking at UKPC website and they state " DON’T JUST IGNORE THE PARKING CHARGE, BECAUSE YOU CAN BE SURE WE WON’T" and list some cases as examples. I am assuming this is a bit of bluff or are the pursuing and winning more cases these days0
