DVLA letter to my house under a different name?

I had something similar happen to me, had a letter from DVLA - didn't open it as I saw it was to someone else - just returned it. Some months later a Policewoman knocked at the door wanting to speak to the name on the envelope!
A lot of correspondence ensured, including involving our MP - easy to get paranoid - why did he pick our address!?

Which is exactly the reason that any official looking mail with an unrecognised name or the name of someone no longer resident that gets delivered to my house automatically gets opened.
About 1 year after I bought the house I now own, a letter came addressed to "The parents of xxxx xxxx".
The parents were the people I purchased the property from and the letter was regarding a penalty charge that their daughter has incurred a few weeks previously for travelling on a train without a valid ticket.
She obviously didn't want mum or dad finding out so she gave an old address.

I simply returned the letter to the sender giving the last know address I had for the family concerned and this was the last I heard of the matter.

Well, since it's been delivered to the address on the envelope, I'm not sure there's any debate.
