Help me find a cheap laptop or base unit with this spec?

Hi Guys
As mentioned in a former post I am getting back into work (fingers crossed) but as it's a home-working post I need to ensure I have a pc/laptop which meets guidelines/spec of company.
To quote Simply Red "Money's too tight to mention..."
The spec is
Minimum 1Ghz processor (minimum Pentium 4 or equivalent processor running at a clock speed of 2.8Ghz)
Minimum 2GB RAM
Windows Operating system XS, 7, 8, 9 or 10
80GB Hard Drive (with 12GB of free space)
Installed sound card
Minimum of one USB port (USB version 2)
Either an internal or exernal modem (single port or multi port)
Internal or external router (required if using a single port modem)
A monitor which is 17in or greater with a minimum graphic resolution of 1024x768 16bit
So far I managed to get off freecycle the monitor, hooked it up to the current laptop which has got a minimum 1Ghz processor but it's clock speed is 1.4Ghz....
I have also used an Ethernet cable to sort a wired connection out to my Virgin Media superhub 2ac router....
I was really hoping the existing laptop would be fine as it would save me a relative fortune as I've been out of work for a while...but alas it seems not.
would appreciate any help which can be given,
I've been looking at amazon, pc world and dell but I'm worried about buying the wrong thing which would be a very costly mistake. I'm ok with finding spec of most of the hardware

Those specs are very low....from perhaps an eight to nine year old machine Likely your laptop is more than adequate. What's the brand name and model number?
But if you wish to have a dedicated PC for work, this Optiplex 780 will cover your bases for £40.0 -

Intel Pentium 4 3.00GHz benchmark 356 It's a processor from 2004
Intel Core i3-2365M 1.40GHz benchmark 1680 Processor from 2012

so the clock speed is 1680? 1.6?
Forgive the daftness - this end of computers is really not my thing (though I'm trying to learn I feel like I'm flailing with all the numbers)
I need minimum 2.8Ghz clock speed:o0
