What does this do?
It's a DVD image -- a representation of a physical, bootable DVD as a single file. To use it you need to burn it to a DVD (although you can also use other devices such as USB keys, etc.).
You can't just burn the file to a DVD, you need to use software which is specifically intended to recognise and burn ISO images. Such software is built-in to Windows, or you can use a third party tool such as DeepBurner (or a million other programs).
