LegionGroup Hospital PCN for red route in staff carpark

p.s. the parking policy is hidden away on the hospital intranet
It seems different parts of the hospital follow different procedures and clerical departments don't really talk to one another. Although HR did not mention LegionGroup, the management office said they have no contract with Legion group, so how are the PCN in the policy administered by both Hospital/interserve security at £25 and Legiongroup at £700 -
put some FOI requests in and shake them up a bit then , then complain to the ICO if they dont fully comply
the more you make them work, the more likely they will follow the guidelines from 2 years ago and updated last autumn

On the FOI website it looks like someone has made multiple requests over the years with lots of information but the bottom line the hospital does not hold a contract with Legion Group and does not want to be transparent.
If I make a request I will probably annoy the wrong person at the hospital, I am more upset about the behaviour of Legion Group, not the hospital.
Even though they do not have a legal right with their red lines, outside A&E it is a good thing, just its gone beyond absurd being in the car park surrounding every parking bay0 -

So, Legion Group / OCS Ltd hold no contract with the hospital (thus staff), in a very profitable staff carparked where they issue more permits than bays available, and there are no signs of PCNs in our staff carpark. Bottom line: don't roll over

The appellant’s case is that he was car sharing and that the vehicle was parked by a colleague in a secure permit only car park and not on a hospital red route as stated on the issue reason. The appellant states there was a valid blue permit on display and other cars with wheels touching the red car park markings were not ticketed. The appellant states additionally cars parked on the grass or obstructing are not ticketed. The appellant states that there are no displayed notices or signage stating that there is Parking Charge Notices (PCN) issued to the staff of the car park. The appellant states that he has signed no contract with the operator. The appellant states that the site did not lose any income or profit due to how the vehicle parked.

By issuing the appellant with a Parking Charge Notice (PCN), the operator has implied that the appellant has not complied with the terms and conditions of the car park in question. It is the responsibility of the operator to provide evidence to POPLA which demonstrates the terms and conditions of the site and how they were breached. On this occasion, no evidence has been provided and the operator has therefore failed to demonstrate the validity of the Parking Charge Notice (PCN). Accordingly, I must allow the appeal0 -

Joanna Barnes from the British Parking association has got back to me that the do not regulate or deal with complaints (inc. lack of/no notices). They are a membership association ... to provide legitimacy... and they do not deal with individuals but may consider other groups.... essentially b*****i* However, I am going to go back to POPLA as this is clearly wrong, Legion Group / OCS Ltd, have no real contract and no signs but are giving but tickets due to hospital premises, preying on the potentially vulnerable0 -

I am very grateful to coupon-mad as I had a red-route ticket for a car-park and was not sure how to proceed. There has been other advice given and this has been taken, I only have a certain amount of time and if there was a rejection of the POPLA appeal I was happy to take this to court. To take it now to court, essentially will be costly and complex;I would rather continue to donate to charities.
I was successful, thank you. I have not totally given up and feel Legion Group with their emails and threats have wasted my time by leaving their parking area, trespassing and trying to scam money out of others (hence no signs!). I appreciate the advice given here, I apologies if I have caused you upset.0 -

Yes I think you missed TD's point, I think he was referring to the PPC wasting everyone's time as in:
