Ebay Setting buyer requirements to avoid "dodgy" buyers

I've just had an Ebay message from a Buyer saying an item I sold is faulty and that he wants a full refund.
On checking his profile he's got a feedback rating of 0% and just one feedback from over 12 months ago.
When I started selling on Ebay many years ago I had a similar problem and set my "Buyer Requirements" to the most stringent possible.
I've checked and those requirements were still valid for this sale.
Can anyone explain how this Buyer managed to get through my very stringent "Buyer Requirements"?
On checking his profile he's got a feedback rating of 0% and just one feedback from over 12 months ago.

My Requirements settings are:
Block buyers who:
Have received 3 unpaid item cases unpaid item case(s) within 6 months
Have 4 policy breach reports policy violation report(s) within 6 months.
Have a Feedback score equal to or lower than -1
Have bid on or bought my items within the last 10 days and met my limit of 10
Only apply this block to buyers who have a Feedback score equal to or lower than 5
Do not have a credit card on file
Only apply this block to buyers who have a feedback score equal to or lower than 30 -

Not really sure how he "got through the net" (based on what you say above).
You can't block 0 feedback buyers or those with 1 in 12 months. You can stipulate feedback to a certain extent in accordance with having a credit card on file.0 -

We cross posted, but my query is still the same, how did he/she fall through your net? And, if the item is faulty, why won't you entertain a refund?0 -

It's just that this buyer messaged me and within 10 minutes messaged me again in capitals demanding that I reply. Whilst I was looking at his profile he sent me another message, he can't provide a picture of the fault and is very rude.
Obviously I will refund him if the item is genuinely faulty but looking at his profile I was wondering how he got through my net.0 -

So I can not set my "Buyer Requirements" to stop a buyer with 0% feedback?0
