    I contacted the services just now, as for PE can only find a form on their website asking for parking charge reference and other details which I dont have. Any direct e-mail to contact these people?

    enforcement@parkingeye.co.uk is the email to use when PE are at court stage (or LBCCC).

    The point here is: Should there be a restriction of time a sign like this should be displayed, clearly showing what the bay is for and how long is the vehicle allowed to charge:

    I could very well have continued charge at the Northampton Service Area should I knew this, it's only a couple of miles away.

    You could respond that this is not a matter for 'appeal' and that you know that PE are their agents.

    Add that it is in the public domain that Schedule 1 of the contract between them states that litigation is 'always' subject to WB agreement. So, WB as principal, remain fully liable for the actions of their agent and the actions in this case are vexatious, unreasonable and WB as principal, should step in and cancel the 'charge'. WB call the shots, WB must order this cancelled because a person is very clearly 'allowed' to charge an Eco vehicle and there is no time limit sign for doing so at this Services. Indeed the Dept for Transport sets a 2 hour rest period which any reasonable person would assume is in addition to time spent in the petrol station/charging a car, since no sign says otherwise and carrying out maintenance on a vehicle is not 'parking/resting' which is required by parliament, to be a statutory rest time.

    You could add that a case was won TODAY 'ParkingEye v Mrs R' - Claim C4FC524M 21st June 2016 Banbury County Court, which was also about the 2 hours rest time to park at Peartree Services Oxford. The Judge held that the signs stating "two hours free parking" would lead the reasonable person to assume it was time spent parking in the car park and that did not include any additional time spent in the petrol station or associated vehicle maintenance facility.

    This is the same as in this case and ParkingEye were suggesting that petrol station/air/water/charging facility maintenance time falls within the statutory '2 hours rest', set within the Government Policy on Roadway Services. Clearly this is an absurd suggestion completely unsupported by the will of Parliament and as such, you require WB's official statement about that. And an explanation as to why they allow their agent to position the ANPR cameras in the wrong place, which should (very clearly) only be at the perimeter entrance/exit of the car park itself, not at the entrance to the entire Services including petrol station.

    Finish by asking whether the signatory 'WB Parking' works for WB or PE and if it is the latter, then you require the complaint to be escalated to the Board of the principal, the WB CEO. Not least because you hold WB liable for this unwarranted harassment and you do not accept the initial fob off response received and are expecting this charge to be cancelled forthwith, as there is no prospect of success in the courts.

    It's free to charge your electric car at these charge points so it's nuts to think that somebody should be obliged to pay the £10 to £15 'Up to 24 hour' rate once they exceed 2 hours but the battery still isn't fully charged.

    That still reads like it was written by ParkingEye as the reply says in the third person: ''WB can't answer your questions''.

    Try emailing them directly to the CEO of Welcome Break by name.

    I dont take pm's on here. Just search 'McKie' on this forum and you will probably find previous efforts - we can recall some from last year or older, people used to complain to him. Now, he normally fobs people off when they complain but I see your case as VERY different.

    Don't get bogged down in detail, make it short and snappy about the fact the car was being charged so this is obviously a 'mistake' and bad placing of cameras (and you could just quote the court case won this week) - and why not copy in enforcement@parkingeye.co.uk again, to turn the screw?
