You may not have had it happen to you but from personal experience I can assure you that different drivers from the same minicab firm can charge totally differing amounts for exactly the same journey.
On one regular trip I take, the fare can be anywhere between £12 (which is what most firms charge for the journey) and £9 and this is for trips that I always take at about the same time in the evening on Fridays or Saturdays.0 -

It doesn't matter. So far as the law is concerned they're separate businesses.
