Ignored VCS & BW legal letter and now I'm worried

I have received another letter from BW Legal even though I have been ignoring the PCN for numerous year (11/2013). I thought they would stop once I moved home but I have received my first one to the new address.
I'm only worried because my friend has said that the law has recently changed in favour of these PCN's
Anyone got any other ideas?0 -

Yes, see my signature below and read the NEWBIES thread. Come on, you must have read all the threads and learned from them sufficiently not to need to start a post called 'help'. We have threads like this every day and a sticky thread telling you what to do.
If you don't spend time researching this you will be a lamb to the slaughter when you get a court claim (and you will get one, but that's not a reason to pay £200-odd quid to run away from it, seeing as these are winnable). That would be a shame as we've never lost a BW Legal or Gladstones claim yet, defended here (2016/17) and your risk is nothing. Win and you pay nothing.PRIVATE 'PCN'? Please read more threads about BW Legal to learn from them as they are so common, then start a new thread not called 'help!'. One that shows you have read the NEWBIES thread section on 'Small Claims?' and learned a few things (no the law hasn't changed recently).
We will help a trier who has read the Small claim?' section of the NEWBIES thread and searched & read other BW Legal threads.

Thanks Coupon Mad - I have read through loads and all the newbie section (I have a draft letter ready to go). My worry is that i've left it so long without replying... over 3 years. I don't live near the place where the parking offence took place so can't collate any evidence and I don't have the original PCN.

Hi all,
I received a PCN on my windscreen last July and have been ignoring the letters ever since (VCS, DRP, Zenith etc) . My car was parked overnight in a car park where my co workers have never gotten a ticket, (we all worked for dominos pizza and its a shared car park between them and a dry cleaners). Also the signage is crappy and I didn't actually see it until the morning because it was dark. I've looked in the newbies thread but can't work out if the letter I received 3 weeks ago should have been replied to or not.
It's a letter from VCS saying 'Your account has been passed to our legal team' accompanied by a BW Legal letter with information about possible County Court Proceedings at the bottom. This letter was dated 28 May 2016.
Is this a letter before court and should I prepare for the worst? I've also had a phone call yesterday from BW Legal but I acted dumb and was like 'no thankyou' and put the phone down.
I have the orignal PCN saying I was filmed from 7am till 8am. But driver no present, if that helps at all.
