Without it you cannot submit a POPLA appeal!0

I have got another a letter form UKPC Parking Limited. They said that my charge increased to 100 pounds. Do I should reply for this a letter or just ignore?
Why don't you simply tell us what the letter is. This is a 'Notice to Keeper' isn't it? UKPC have finally realised they are meant to send one anyway. Only took them almost FOUR YEARS to realise this process was needed - typical blinking thick parking industry!
You can certainly re-send your appeal again online, saying hurry up and give me a POPLA code.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I got another letter from UKPC. Are you sure guys I shouldn't pay? I know it's unfair charge. I have left car park for maybe 40-50 minutes and then I have come back to shopping center. I have been only 2 hours on the car park. I don't understand why I have to pay anything for them! Totaly unfair. I feel like they want rip me off from my money!

complain to the AOS at the BPA by email , WITH COPIES OF ALL PAPERWORK , including a copy of your initial appeal and when it was sent , complain about the lack of a rejection with popla code , or cancellation
if it was posted , include a copy of the free certificate of posting from the P.O. counter staff (keep the original safe)0 -

Good Afternoon,
Thank you for you email.
The charges, terms and conditions are determined by the private landowner, who then contracts the private operator to manage the land on the landowner’s behalf. The terms and conditions and charge for a breach, as displayed on the signage are then used by the private parking operator to determine whether the motorist has breached these terms. The operator will issue a parking charge notice on this basis (as a breach by the motorist).
On the parking charge notice you have received it should say why the charge was issued and that will be the reason the contract was breached, for example overstaying or not displaying a valid permit.
Please be advised that as we are a membership association and not a regulatory body we do not have the authority to cancel parking charges or recall the charge from a debt collection agency, as per the collection process. As a result we cannot stop them from contacting you about the unpaid charge.
If you wish for more information you will need to contact UK Parking Control Ltd directly via the contact methods which can be found on their website.

Because they haven't commented on that at all.Please note, we are not a legal advice forum. I have logged your complaint under reference BPA – 10177 and will look in to the matter further.
It appears your ticket was issued for leaving the site as the car park is for patrons only. UK Parking Control responded to your appeal by asking you for evidence you used the facilities on site, for example receipts. However, if you did not respond to this, UKPC should still have made a decision on your appeal.
If they choose to reject the appeal they should provide you with details on how to appeal to POPLA – the independent appeals service.
Therefore, I will contact UKPC regarding this and will update you shortly.

If that's from the BPA, await their final response.
'Using the facilities' can include browsing - a perfectly normal retail activity, especially when contemplating an expensive purchase, so how would anyone be able to provide evidence of use of the facilities in that context?
Perhaps you need to be turning this back on UKPC and asking them for their proof that the driver left the site. A major uphill struggle for them!
The BPA seems lately to have employed a rather stroppy git to take over the previous professional and almost always polite role of Steve Clarke in dealing with complaints (maybe a former parking weasel?).Please note, we are not a legal advice forum.
