Parking charge on one of Leeds shopping center.

Hello,
I've got parking charge notice on Crown Point Shopping Park. I've been there around 1 month ago. I'm new in that city and I have car from less than half a year. Just after I've parked my car there, I went to Nero outside of the shopping center and I came back within 1,5 hours. When I arrived on car parking I've noticed that someone sticked something on my car. That was a parking charge! They want from me 60 pounds which I have to pay in 14 days. Is the UKPC LTD is legal company to charge me and scared me of the court? I feel like they want rip me off from money. I am a frequent Customer of that shopping center, but now, with this situation I think that was my last visit of that place.
Any advise, what I can do?
Thank you!

Ok, I will send second complaint letter. Thank you!0

If you mean the blue appeal wording, yes, but submit it online and call yourself 'registered keeper' in the drop-down menu.

I was thinking to add those points as well:
1. The Charge is not a genuine pre-estimate of loss
2. Lack of signage - no contract with driver
3. Lack of standing/authority from landowner
4. Notice to Keeper not properly given under POFA 2012
5. ANPR accuracy
6. ANPR usage
7. Unlawful Penalty Charge
Is that good idea?0 -
no, those legal arguments are used in a subsequent popla appeal
let us suppose you played poker, or cribbage , or 9 card don
is it a good idea to lay your cards on the table for all to see ?0 -
I was thinking to add those points as well:
(snip - see below)
Is that good idea?
1. The Charge is not a genuine pre-estimate of loss NO, that's in the bin in 2016
2. Lack of signage - no contract with driver - That's already in the template
3. Lack of standing/authority from landowner - already in the template
4. Notice to Keeper not properly given - you have only had a NTD so far!
5. ANPR accuracy - it wasn't issued by ANPR cameras
6. ANPR usage - it wasn't issued by ANPR cameras
7. Unlawful Penalty Charge - pointless, always was rubbish as an appeal point
Stick with the plan. Use the template appeal online, calling yourself the keeper.

Agree. I should only send that letter below? Should I add something or change anything?

Dear Sirs,
Re: UKPC reference No. 11111111111.
I challenge this 'UKPC' as keeper of the car and I will complain to the landowner about the matter if it is not cancelled.
I believe that your signs fail the test of 'large lettering' and prominence, as established in UKPC Ltd unremarkable and obscure signs were not seen by the driver, are in very small print and the terms are not readable to drivers before they park.
Further, I understand you do not own the car park and you have given me no information about your policy with the landowner or on site businesses, to cancel such a charge. So please supply that policy as required under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013. I believe the driver may well be eligible for cancellation and you have omitted clear information about the process for complaints including a geographical address of the landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. You must either rely on the POFA 2012 and offer me a POPLA code, or cancel the charge.
I have kept proof of submission of this appeal and look forward to your reply.
Yours faithfully,0 -
Well of course you add your name and address as keeper online in the right boxes, that's all. It is not a 'letter'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
