papa golf me was talk me husband last nite about what you mean by suitability of ANPR and he point out when anyone contact DVLA for me information they are told me have mobility vicheal and it Tax Except. this is how me not get charge go over some toll roads and bridges cause they ring DLVA by use ANPR and find me have blue badge me is road tax except and have mobility car so Smart would be told all that to.

not only have smart not looked at the photos when sending out the ticket , they have failed to check out the appeal .

ohhhhh. i nos ther was debat long time ago about put chip ins blue badges for things read them like camras and barrios and pay machines idea was goin be to be able wave you blue badge and go if have pay some where can go online pay later guess i no sure but now they was fightin make it eayer for when out and bout. never went head cause councils said chips TO exspensive


would be helpful to lot people who not can put coins in machins or get tiket out oreven reach cause lot machines are super high and also when look over side things all disabled peoples chairs difrant highs and you neva easy can get things rite hight case someone can have low chair and ovars have high chair. so i finked idea was cool.

the BPA will not back you , even if you are right , its a "gentlemens club" filled with paying members , and the person that replies to your letter is akin to a "bouncer" on the door , stopping you from upsetting their members.

i trying work on me appeal, point 8 me appeal coupn mod tell me to


'Eighth point: no landowner authority - and quote 7.3 of the BPA CoP. '


so me went to find BPA COP 7.3 and that what me pasted above but no can figure out how that relate to me case to be able to word it rite.


i no have put me case in to POPLA or to BPA

b any conditions or restrictions on parking control and enforcement operations, including any restrictions on hours of operation

d who has the responsibility for putting up and maintaining signs

e the definition of the services provided by each party to the agreement
