Looks like they've adapted an old template letter, but seem not to have the intellect to spot the contradiction in it.
Check post #3 of the newbies sticky for advice re the IAS.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Indeed. Even if you had supplied date and time stamped photos showing that the sky was blue, they'd say you tampered with the photos and still believe the PPC.

Yes says dont bother with IAS in the newbies thread.
Shame they didn't give a POPLA code, I quote enjoyed the bag of poo the parking eye used on our last ticket and driving a bus through it.
POPLA and BPA won't investigate PE and both blame each other for not dealing with PE breaching the BPA code.
Its unlikely they will go to court and they say they won't response to further correspondence, despite the fact their letter makes nearly no sense.0 -
if you think that Parking eye and the BPA are bad , wait till you get involved with G24/IASSave a Rachael

Its all a shower, POPLA seem ok but aren't open on what they tell the BPA so they can blame then for not telling them of breaches0

Called G24 this morning to ask why they refer to POPLA and the operator seemed uneasy after she said there is no POPLA in our letter, called up a copy using the ref and went silent! The put me on hold for ages. I asked for a POPLA code as they suggest I appeal to them. She said I will have to put that request in writing. I have emailed them this>
Further to my telephone conversation with your customer service department today 28/06/16.

Dear G24 Ltd
Re PCN number:

I note your letter dated the 21st June 2016, despite the fact your clearly state you will not respond to any further correspondence, I have contacted your customer services to request a POPLA Appeal reference number, as you mention us making an appeal to POPLA in your response ‘if an appeal is made to POPLA’. Despite this your operator said I needed to put my request in writing as she refused to issue a POPLA code.
I have contacted POPLA and they state you must issue a code in order for us to appeal through their website, however I have written to them to make representations against this contractual parking charge.
Please respond providing a POPLA Code so we can appeal as per your suggestion in the attached letter. If a POPLA code is not issued by return and any further action is taken against us we will view that as harassment and will take the appropriate legal action. Please note we will not pay this notice until proof of landowner authority is issued to us as Homebase have told us they have no contract with yourselves to manage parking in their carpark. Therefore we wish to appeal to POPLA as you will have to provide proof of landowner authority to them as part of the appeals process.
Furthermore I believe since you do not have driver details only Registered Keeper Details you cannot rely on Keeper Liability, as the notice you issued is not POFA complaint. As you have not complied with POFA and failed to gain keeper liability any proceedings issued against us will likely fail on this point alone.
