Nope ... any member of an approved body's Approved Operator Scheme can access DVLA data.
There used to be only one - BPA - but the IPC set up a rival scheme and they and their AOS received approval. (God knows how, but it did).0 -

There are two DVLA Accredited Trade Associations, the BPA and the IPC, and members of either AOS are entitled to plunder the DVLA database (accredited, that is, by an opaque process which involves no mandatory accreditation criteria whatsoever and is presumably based on how good a lunch they buy for the DVLA executives).0 -

He took some brochures away and made a purchase of which a receipt is attached as proof of patronage. The receipt showing a small purchase was successful in getting one charge canceled. So worth sending in even if small potatoes and long time stayed.
Our driver went back the next week though before the 1st notice landed and stayed more than 90 mins without purchase but he is willing to pay the charge.
