Newcastle Airport PCN Parking Charge Notice

I do not understand why I was given a PCN as all I did was a three point turn as I did not know where the drop the 2 Grandmothers off.
I've never took anyone to Newcastle Airport before. At 70 years old I did not get out of the car, but merely let my passengers get out and take their luggage. It took about 60 seconds.
There were no yellow lines or notices to saying I could not turn around there.
It was 5 o'clock in the morning when I left home, arrived at the airport at 6.20am. There was very little traffic around and had no idea where to go so the 2 grandmothers said "just drop us off here and be on your way before the heavy traffic starts".
I apologise for any problem I have caused but I did not know I could not turn there and I will be more aware the next time I take them.
I did not enter any BARRIERS, I did not pass any NO ENTRY signs or go up any One Ways. The UKPP have sent me a photograph of a Hotel sign near where I turned. I never saw any signs at all. I just turned the car around to go outside the airport. I never parked.
I've never drove into the airport in the past.
I am a law abiding citizen and I made an honest mistake but I cannot afford the fine. My wife and I are on the state pension.
This is an honest and truthful account of what occurred, as I experienced it, and resulted in a £60 parking notice. My 14 days at £60 are up on Wednesday 06/06/2016 and I think, to be on the safe side, tomorrow is the last day to pay.
Advice welcome ASAP, please. I've always paid my bills in the past and I would not dream of owing money to anyone.

You don't owe anyone money, it's a scam, just like an email from Nigeria. UKPPO at Newcastle Airport is one of the worst scams going. They pretend you've committed a byelaw offence (you haven't, the airport byelaws don't apply to the publicly accessible roads in the airport), they pretend it's a fine (it's not, it's just a speculative invoice), and they pretend they have the power to enforce byelaws (they don't, only a magistrates' court could fine you for a byelaws breach).
There is no meaningful appeal against this. UKPPO is a member of the IPC, whose appeals system is rigged against you and refuses almost all appeals as a matter of course. Just ignore it and any other bloodcurdling threats you receive from UKPPO or debt collectors. In reality they are just begging letters, UKPPO has never taken any action beyond sending more silly letters and they never will because they wouldn't dare have this scam put in front of a real court.
If you want to do something complain to your MP about these sharks trying to rip off a pensioner. We can help you cover all the relevant points if you wish.0 -

DO NOT APPEAL.
PLEASE TELL US YOU DIDN'T SEND THAT AS AN 'APPEAL'.
DO NOT WRITE ABOUT BEING PENSIONERS. DO NOT WRITE AT ALL.
DO NOT WRITE AN 'HONEST ACCOUNT OF WHAT HAPPENED' WHICH TELLS THEM WHO WAS DRIVING.
Just ignore it. They've called this a 'penalty' under excuse of bylaws but they have no standing to pursue this.
After six months they are timed out, but YOU WILL get shedloads of worrying letters, for the love of GOD do not be intimidated nor pay.

But I was naive so DID send MY letter as a genuine appeal to UKPPO' who refused immediately.
Then I found the Forum and am reading the MSE THREADS you've suggested

The only advice now is to ignore everything except in the very, very unlikely event of receiving court papers from Northampton (which has never happened re Newcastle Airport, and almost certainly never will).0 -

After my appeal to the parking operator was rejected, they said I could appeal to THE INDEPENDENT APPEALS SERVICE.
The IAS sent me an e-mail saying,
"The operator has made made their Prima Facie Case on xx/xx/xxxx".
Some posts say the IAS is not independent.
IS THE "IAS" REALLY INDEPENDENT?
I AM WONDERING IF YOU THINK I SHOULD APPEAL ????,
