It's debatable what "do you have any CCJs?" means though. They had one, and it wasn't paid off so maybe yes, maybe no.

Unfortunately the only way for the OP to find out what the company means is to ask them, which is as good as saying "yes" on the forms.

I don't agree. The law is very clear - the CCJ is gone and as such you are under no obligation to disclose it any more. Otherwise it can hang over you forever. And it certainly isn't 'fraud'.

I would think of it like points on your driving license. If I had 3 points on my license 10 years ago , they are gone now. If I was asked (eg for insurance) if I had any points on my license the answer would obviously be "No." I wouldn't feel the need to go on and say "well I did have 3 points 10 years ago now you mention it"
Same for a CCJ which is "gone" after 6 years.
