RM not adhering to my no junk mail

It sounds like it's just human error. Your regular postie will probably know the score, but it could be that the indicator note, or whatever they use when sorting the letter, has dropped off. On your postie's days off, the stand in person might never have worked on your particular round before and might have no way of knowing.
Give them a break, eh. We all make mistakes at work. It's not the end of the world is it; you can recycle it. Unless a resident opts out, the RM are obliged to deliver this stuff as the sender has actually paid for the service. Just contact your delivery office and remind them of the opt out, particularly if the applicable period of time you signed up for has lapsed.
I really feel for the posties who deliver these leaflets as they are pretty flimsy. I sometimes wonder how they get through modern letter boxes without getting crumpled or shredded!

How much mail are we talking here?
Most junk mail I get has my name and address on, I hardly ever get anything addressed to the occupier (about once every 4 months)
I do get leaflets but this isn't that often (one or two every couple of weeks) and of these I suspect most of them are not from the posties but put through the door by others (takeaway menus, window cleaner flyers etc)
Unless you have a disability that means you struggle to pick post up, then it is not worth the stress and hassle to stop it.
However I wish I could stop the junk mail which is addressed to me as I often have more of this than 'proper' post but unfortunately this op out system would not help here.0 -

Why?, because it makes me smile, if companies are daft enough to send me pre-paid envelopes, I will fill them with the latest offers from our local takeaways and post them back to them.
King Pizza are doing a great offer on their 14" meat specials at the moment.
I also log any scam/marketing callers numbers, so the next time I receive a call I can advise them thats its not very convenient right now, but if you ring me on this number in a hour I will have the time.0 -
