No, no. Thats not what that means....
Under the terms of a user cancelling, they can say "you cannot cancel if you have activated a pre-paid voucher."
But when a provider changes a service, its now a requirement that they give you the right to cancel with no penalties. Or in your case, they have offered continued free usage.
