No, I was advised to write a formal letter telling the trader about the problem and what they should do about it. Next step is to request ADR, then LBA.

Somewhere along the line, a complaint to Trading Standards also.

Who has advised you of such a long, drawn out process? They're not responding to you, send a LBA then go to small claims.

How much are you claiming? I would keep in mind that even with a CCJ you may well walk away with nothing.

I'd guess the CAB following the script they're supposed to say after asking preset questions (because we all know legal situations fall perfectly into predetermined circumstances).
You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride

Correct, it is the Citizens' Advice Bureau.
Why would the CCJ be worthless?

If the defendant has no assets, you will receive nothing even if you win a court case.

Ever tried getting blood from a stone, I fear this might be like that.

No harm in sending the LBA letter then get a ccj if needed, just be warned it might not lead to anything.

It is just a case of being aware of the risks. If you get a court judgement and the other party does not pay up then the onus is on you to enforce payment. You need to pay the costs of enforcement and recover them, along with the money originally owed, from the other party. If you fail to recover the money then you will be out of pocket.

See the following for background info:

How did you pay - cash, credit card etc?
