It's fair enough that you don't have access to a PC but there are many guides on how to flash the firmware on an android device online.

what would happen if half way through flashing the device the power for whatever reason was disconnected
i certainly would not be flashing an article i knew not how to purely because i had bought an article not as advertised

...a device that doesnt run the right software?
    What is 'the right software'?

I guess that the previous owner loaded what he thought was 'the right software'.

I have no idea how to flash or unroot it and dont have access to a pc and i will be taking back tomorrow as its closed today

Usually a factory reset is from within the phones settings .
Root should make no difference to anything .
The Hot boot etc is just advanced settings .
Take it back if they refuse you then its easy enough to flash a stock firmware that will remove root and advanced power menu .
Samsung's firmware is not stock Android firmware but their version of Android .

Then you just start the process again. It doesn't matter if you loose any data because your deleting everything and starting again anyway.
Like I said above not knowing how to do something shouldn't be an obstacle, just learn how to do it!.

If you can't return it I'm sure you can find someone who has a computer you can use and flash the software on there, don't just give up!
