If they've had to cancel to the maximum number already, it must be an indicator that the PPC is unfairly/incorrectly issuing parking charges and the MA should either have the quota increased, or get rid of the problem entirely - sack the PPC off!

Absolutely. PTL is nothing but a scam. No fees for the party employing them and 10% of the fines! They are fully incentivised to give out fines wrongfully and the management company is incentivised to keep them!!!

Do him a favour, take off the two tickets (keep them for him) and cover his number plates, then see what the parking chimp does. The chimp will have no right to ticket unless he can view the car registration. Let's see if bonus greed gets the better of him!
If more tickets are issued, you can sign a witness statement for your neighbour to add to a very strong complaint (maybe of fraud) to the DVLA.Please note, we are not a legal advice forum. I would remove the PCNs and chuck them in the bin (seriously, that's not illegal). These are not real fines and the chances are your neighbour won't know that. And as Umkomaas says, cover your neighbour's numberplate for him/her buy taping on some cardboard or putting a stretchy oversock or coloured showercap or carrier bag tied across the plate.
I know of someone who always bins private PCNs (not Council ones) when they see them on a windscreen. Every time.
And someone else who swept an entire pile of Sainsbury's leaflets about them 'fining' people in their car parks, into a magazine bin in one hit.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Do as advised above, and leave a note for the car owner to contact you and/or visit here. Write on it, it is a criminal offence for anyone other than the car owner to remove this note. Better still, use one of the PCN envelopes to put your note in.
If the permit has slipped down but details are still readable like yours, take a pic now with the PCNs on the windscreen as evidence to support their claim.I married my cousin. I had to...I don't have a sister.

Neighbour came back same day I posted, but I am helping him to get out of the fines.
I have now received a Notice of Intended Debt Recovery (see below). To this date, I have not received the NTK which must be here by 16 June. The POPLA appeals period is also not yet over. The Intended Debt Recovery Notice suggests that it will be handed over to the Debt Recovery Agent by 16 June, the same day by which the NTK has to reach me. On the notice, my surname was misspelled - does that help and should I mention it in the appeal?
What do you suggest, wait or appeal to POPLA now?
Not sure if this helps, but I noticed that the car was untaxed at the time of the PCN. It was stationary in the garage on private grounds, so not an issue in terms of DVLA. Question is whether I can use it in the appeal - can an untaxed car be fined for parking on private land?0 -

Just wondered if there perhaps is a loop hole here; eg no road tax means not licensed, means not actively registered means no fine? Clearly not.
Is there anything in the Notice of Intended Debt Recovery that could help me? Interestingly, they have misspelled my surname and added a letter. Could that be used?0 -
Forget the surname spelling, that doesn't assist.
But use the very fact that threatogram has been sent. Include a picture of it in your evidence, to show to POPLA what this so-called BPA firm are threatening, just 2 weeks into the POPLA appeal window. That's a breach of the BPA CoP and the POPLA procedure as well because a BPA Member must 'stop work' during appeal windows.What do you suggest, wait or appeal to POPLA now?
Appeal to POPLA now. The 16th is next week so by the time PTL read your POPLA appeal when POPLA send it on to them, it will be too late to serve a NTK.

Drafting the final appeal, to be submitted to POPLA tomorrow. I have marked all major edits compared to what others have used in red below. I'd really appreciate any last comments.
One last minute question... My rental agreement for the parking space states it will be my "responsibility to use the parking space within the terms of the lease and in accordance with any rules or requests of the management company relating to the use of the parking space". It also states that I have "unrestricted and exclusive use of the parking space continuously during the term of the agreement". Could this impact my appeal point 4 at all?
Also, should I include my appeal to PTL as evidence that I did not admit to being the driver?0
