Possible fraud by my mother/brother with a Mobility car

Is your mother aware of the conditions for using the car? Is she aware that he used her address as his residence?

It seems very unlikely that your mum realises any of this based on what you have said.

Perhaps a 'I am very worried that ***** is going to get into trouble by not following the rules' conversation with mum might work rather than reporting your brother.

It is up to her to make a decision about giving up the mobility car and using her PIP for taxis but I believe for this to happen you need to focus on the protection of your brother from'trouble' rather than persuading your mum that you or your sister should have the car.

It does appear that way... wouldn't mind so much if he was a decent person.. but he isn't

I know she is aware of this as I told her - but I cannot be sure she was aware of this when the original paperwork was signed as she cannot handle forms particularly well and usually gets someone else to explain the T&C's to her... but I think that this didn't happen on this occasion.

I find it hard to believe you can get a £24,000 Mercedes for nothing on mobility without giving up a lot more than £56 a week.

Whilst it always amazes me that such high spec cars are available on the mobility scheme, I can't see what fraud has been committed, with the possible exception of your brother using your mum's address (even if that would be considered fraud)

Q1. where is the car kept?
Q2 Does the named driver have any criminal convictions?
Q3 Estimated annual mileage?

When these things don't add up to what motorbility have been told I can see this getting seized by the police at some point for no insurance.
