Ukpc parking ticket...advice please

Hi,
I took my sons to the cinema and parked in their free car park in a disabled bay, 2 of my sons have autism, one has a blue badge and the car I drive is from the motability scheme registered to my son aged 7. Upon returning to the car I had the yellow packet on the windscreen 😞 The blue badge was in the passenger footwell and I got the charge for failing to display a blue badge. I took advice from a friend and ignored the charge. Today I have received a letter from ukpc but it is addressed to my son as the registered keeper. What do I do? They want £90! Please help my son obviously can't contact them, he's 7 years old an has autism. Can they take it further if the car is in a child name? Do I contact them and show them evidence of blue badge or do I just ignore?

You just read the NEWBIES READ THESE FAQS FIRST thread near the top. No need for a thread at this stage - I would actually send the template appeal in your son's name!

Yes, due to the Equality Act and child/motability car situation, the complaint will be stronger, is it would if you told the local paper.
But the way to beat this is the same as shown in the NEWBIES thread. Appeal using the blue writing template, writing as the keeper, unless anyone else can think of an angle.
If you wrote as the mother of the keeper they could ignore you or might assume you were the driver, because only a driver or keeper can appeal. DO NOT appeal as driver.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I am not familiar with how the Motobility scheme works. Are Motobility the registered keepers who hold the V5 (logbook)?
If so, it is important to get the appeal in as already advised before the parking scumpany obtain keeper details from the DVLA. In other words, don't appeal too soon but make sure you don't miss the appeal deadline, and appeal in your son's name as keeper (as opposed to registered keeper.)
Do not panic. UKPC have been caught faking time stamps on photo' "evidence" and are very close to being unable to access DVLA keeper data. It won't take much to get them banned again. Stand your ground and you shall prevail, especially as everyone here will be on your side guiding you through the appeal process.I married my cousin. I had to...I don't have a sister.

I know nothing about how the motability system works but am amazed that a 7 yr old gets their name as a keeper with the DVLA.
UKPC have a poor reputation for targeting those with a disability, maybe they think they are easy targets.
Yes, have a good moan to the cinema with the suggestion this is a story for the local press to take up.
Personally, I would play devils advocate and respond by post ensuring you get a free proof of posting, not recorded delivery.
Enclose a copy of the disabled badge.
"This letter is on behalf of the keeper who is 7 years old. A copy of the disabled badge is enclosed ..... please cancel this charge"

UKPC probably do not read letters so it will be rejected.
Thereafter the stupid debt collectors letters arrive which you can ignore.
If UKPC DECIDE to take you to court (very doubtful), you have done the right thing by advising them.
Would UKPC take a 7 year old to court, a minor with autism ??
They are so stupid, guess they would but rest assured a judge would not be impressed, nor will the BPA, the DVLA and your local MP. This type of case could be the death of UKPC and all because their greed stops them from reading facts.
We know that UKPC read this forum as currently they are floating in the sewers with the way they scam.

I'm new to the mobility scheme so didn't know my son was the registered keeper until today, they must have got his details from the dvla because I had ignored the windscreen notice. Are they able to find out who the names drivers are of a mobility car? (There are 2) I was thinking if I just sent a copy of his blue badge with the reference number from the letter with a short message eg 'you have sent this notice to a child' they can see his name/photo on the badge, they might just go away, or is that just wishful thinking? I will get in touch with the cinema in the morning, thanks guys.0

Yes you could try that and make it clear it is an appeal and if rejected you want a POPLA code issued to the child! I suspect UKPC might 'offer' to cancel it for £15 but that's not fair either so I would try to cover that by shaming them into cancelling.
I would email it to UKPC and copy in the BPA:

Make sure you include your NAME and FULL POSTAL ADDRESS and the PCN number and car VRN and word it like a complaint/challenge, quite robust. Do not say who was driving. You could finish by reminding UKPC and the BPA that at this week's Parking Summit on reform, it was made clear that landowners must take responsibility for the actions of parking operators. Clearly, that includes not harassing disabled children listed as the keeper of Motability vehicles because that breaches the Equality Act 2010. State your intention to publicise this shocking state of affairs and will not be paying £15 or any other 'offer' made and require a POPLA code to use on behalf of your son if UKPC do not cancel this charge immediately.PRIVATE 'PCN'?
