            Are you paying a service charge that covers maintenance of this area?
This could turn into something that ends up taking over your every waking moment and you need to decide whether that's what you want. I know how it feels since I used to live in a shared ownership property and the housing association were diabolical. If you do want to continue chasing them forget phone and email, get down to the offices in person and don't leave until someone who can do something about this speaks to you.
In this instance I would either:
decide to wash my hands of it and learn to live with it.
If I cant do that accept that I have to maintain it myself (maybe neighbours will share responsibility with you - but I wouldn't pin my hopes on them otherwise you could end up frustrated with them too).0 -

No. However, since you live in some pleasant green land with clean air this will clearly have a benefit on local property values. Therefore it is only fair that the local Valuations Officer call round and raise your band a couple of notches.
If you are not connected to drains, you have been claiming a rebate from your local water company haven't you? Its not huge but might buy you and the missus a meal out each year so do claim.0 -

            Slightly off topic of grass, but my Council decided a few years ago to change the individual wheelie bins for communal large bins.
To do this, they took out a hedge directly in front of my garden (public footpath in between hedge and my fence.) and installed a bin store. Four general waste bins are inside this.
However, only two of the four bins are ever fully utilised - i.e. 'can't be bothered to walk another couple of steps to get to an emptier one'. My OH has taken it on himself to tidy the bin store when it gets like this - moving bags of rubbish from full bin to empty bin etc - and has even hosed down the bins and store.
It winds me up as he should never have to do this, but he does it because the Council don't seem able to, and the smell etc ends up next to our patio area.
Sometimes things are just done for our own sanity and as someone mentioned earlier - residents pride in the area. Admittedly it is an awkward situation if you don't have the tools to sort that yourself - why should you spend money on something that shouldn't be yours to fix?!
Gah! A world of "not my problem". Sometimes it's nice when someone does take responsibility - theirs or not. :beer:0 -

            I also work for factors and house developers and they have ALWAYS been scrupulous about the appearance of the sites up until the point of handover to a management agency.0
