That's true, but I think the point being well made is how do you spot 'that type' versus the innocent buyer who just wants to buy a car cheaply, perhaps to fix and use?
I mean, what are 'they'? Black? White? Tall? Fat? Disabled? Male? Female? Old? Young?

There's nothing you can say really, I know exactly the sort that do this, typically they register friends/family cars or even a whole fleet of illegal minicab's to a false or abandoned address, but one can't say anything without the do-gooders labelling you as some neo-nazi and the authorities won't do anything because it costs too much to track them down.
