Yes it does say on it to either pay up or name the driver within 28 days0

Right i'm having a read of schedule 4 and having just finished my nights i'm finding it difficult to get my head around but what i can make out is that with the ntk euro car parks should have also sent
these documents which relate to hire vehicles.
(a)a statement signed by or on behalf of the vehicle-hire firm to the effect that at the material time the vehicle was hired to a named person under a hire agreement;
(b)a copy of the hire agreement; and
(c)a copy of a statement of liability signed by the hirer under that hire agreement.0 -

What, so you have the usual 'second letter' (NTK) from ECP and you actually think paying up is an option?! Just appeal, it is easy. The appeal is written for you in the NEWBIES thread, what other advice were you waiting for? Just read what's here for you on the forum.
You are only none the wiser because you (it seems) haven't read the sticky thread and appealed yet, like everyone does. EVERY CASE v ECP is won here. You would be mad to pay. So what if it's the second letter, get on with the appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
