Yes it does say on it to either pay up or name the driver within 28 days

Before your manager writes back, they should read paragraphs 13 and 14 of the POFA2012 Schedule 4. It's pretty certain that ECP hasn't complied with the requirements of the Act and so your company, (as hirer), cannot be liable.

Right i'm having a read of schedule 4 and having just finished my nights i'm finding it difficult to get my head around but what i can make out is that with the ntk euro car parks should have also sent
these documents which relate to hire vehicles.

(a)a statement signed by or on behalf of the vehicle-hire firm to the effect that at the material time the vehicle was hired to a named person under a hire agreement;

(b)a copy of the hire agreement; and

(c)a copy of a statement of liability signed by the hirer under that hire agreement.

Hi again, I've been away on holiday and need to respond to this one way or the other in the next few days as the 28 days response time is nearly up and i'm still none the wiser. Am I just better of just paying up?

What, so you have the usual 'second letter' (NTK) from ECP and you actually think paying up is an option?! Just appeal, it is easy. The appeal is written for you in the NEWBIES thread, what other advice were you waiting for? Just read what's here for you on the forum.

You are only none the wiser because you (it seems) haven't read the sticky thread and appealed yet, like everyone does. EVERY CASE v ECP is won here. You would be mad to pay. So what if it's the second letter, get on with the appeal.
