I think you are overcomplicating this, just call out an aerial installer and get it fixed. Your tenants can then get Freeview via the tuner on their existing TV. If they want Sky or Freesat then they can pay for a dish. The dish is included in the install price anyway if they have Sky, so you won't save them any money by paying for it yourself.
You can install either Freeview or Freesat, there is no subscription required for either, just the install cost.No free lunch, and no free laptop0 -
You can get a Sky dish and Sky box second had and use them as free view without subscription. How much that costs depends on your abilities to install them.
But it seems the best bet is to get the aerial issues solved and the tenants can use Freeview on their own TV.

I do not use the aerial or the satellite connection provided by the building management company.
I watch everything streamed over the internet. I get higher quality HD streams which are much better than the SD Freeview channels that I've seen before (I don't have a HD tuner to compare to Freeview HD) and the streams are better (being ad-free and on demand) and significantly cheaper than a Sky Movies HD subscription.:footie:Regular savers earn 6% interest (HSBC, First Direct, M&S)

Yes, just get it done, nothing annoys tenants more than that sort of cheap penny pinching.
We install for tenants and landlords, proper decent landlords just get it done, slum landlords say its not included.
If you want happy tenants that stay put and keep you house nice this sort of basic stuff is important.0
