There is STILL no recorded instance in any of those links of Sky (or Virgin) giving retrospective refunds. I'll remain unconvinced until a link is posted saying otherwise.

In addition, those regulations supposedly came into force in 2012, so the providers have hardly taken swift action even in reducing the fee.
