It's not, I've had a number of EE PAYG sims in iPhones (5/5s/5c/6/6s) and have never seen that message.
The hotspot feature works as it should.

I am kind of stuck in the middle and looking for any advice. Last but not the least, I have done the reset network settings, reset all settings, restart and upgraded the OS to 6.1.2 as well.

Reading the thread you've linked to further, the problem also seems to be because the OP in that thread wanted to use a Virgin sim, that would have been impossible in 2013 (which is the date of the linked thread) as Virgin wasn't a supported operator. That's where the error message that OP was getting mentioned EE (T-Mobile) as well (the iPhone would show a default message as EE because as far it was concerned a Virgin sim would actually just be an EE sim). Of course that changed when Virgin became an iPhone supplier in their own right.
All completely OT as far as this thread is concerned though.====0
