Every house I've moved out of has been cleaned, but apart from the first one every house I've moved into has been filthy. I would willingly pay £130 to move into a clean house.
However, why don't you wait and see what it's like first? Perhaps provisionally book a cleaning company on the basis that it might not be needed?0 -

If you are buying the latter, £130 is an inconsequential sum to spend so go for it!
To digress...
We once sold a house and, as a favour to them (and against all received wisdom), let the buyers start to load their stuff in a couple of hours before the solicitor gave the go-ahead to release the keys. Whereupon, the woman moving in ran her finger along the mantle and skirting and wrinkled up her nose in feigned disgust at a smear of dust...
I had to physically restrain my wife from shaking her warmly by the neck...
Unsurprisingly, we learned that said purchaser-ess later gained the soubriquet "Lady of the Manor" among our neighbours...0 -
I moved last year and my new home needed a good clean. I bought it from an older chap living alone and hoped, but did not expect, that he would have cleaned it after he left.
Years ago a friend of mine started a cleaning business and one of her targetted markets was " moving out and in cleans" so I was aware that this was an option.
Fortunately I was able to stay with relatives and engaged a very efficient cleaning lady to do a deep clean while I was away. Not cheap but worth it to me as although I can clean up after me ( not necessary of course!) cleaning up someone else's dirt
( especially bathrooms) repulsed me. So, it was expensive, but not in relation to the total purchase cost and helped me to feel at home.
New carpets and redecoration really made me feel it was my house.
So, I'd say that if you can afford it, it's worth doing.0
