OP if your daughter is as you say in protected accommodation it is prudent to ensue NW with breach of data protection, he might not only have had access to that savings account but further details on that account, ie current address.
If it was a staff mistake or software bug it still was a breach of Data that allowed the situation to happen and NW liable.
As for facebook, I assume this was on facebook messenger not public on facebook, login on a pc and open facebook messenger and follow this
