The PCN saga continues...
My friend has just received this letter from UKPC responding to the latest appeal:

It would appear they have asked the DVLA for the registered keeper's details, but to our knowledge they haven't yet sent a NtK using those details.
At this point what is the best course of action? And does the NtK they sent to me count at all?0 -

I have residential parking for my flat and a valid permit.
I changed cars and on the first night I parked my new car I got a ticket.
The permit was displayed but appears was not visable from photographs of which there were several.
I pay service charges for the flat and am entitled to park there. The purpose surely of UKPC is to prevent unathorised people parking there (time limits apply).
I sent copy of permit to UKPC and explained new car (not sure if they have REG no recognition or list) and live there - they are writing to me at my flat where residential parking exists.
Long story short - offer £60 reduce or appeal. Appealed with more documented evidence (new car with now new prvate plates which were on old car) - have 28 days to pay £100 - appeal to POPLA declined. There is no explanation as to the grounds of decline.
So I live there, have permit and am entitled to park there so even without the permit surely £100 is ridiculous to pay for what I beleve its my right in living there and paying ground rent and service charges. Letter of declined appeal 26 April 2016 - 28 days to pay.
Should I write to management company asking this to be cancelled. Send evidence I pay the management company, evidence ctax paid for flat I live in?
Any advise appreciated.
