UKPC PCN on my parking bay

Hi all,

I turn to your wisdom as UKPC seem to not be playing by the rules (not even their own).

I'm a private tenant with a designated numbered bay for me to park. I allowed a friend to park in my space and unfortunately we got a windscreen PCN from UKPC for using a "Non valid photocopied permit".

The timeline of the events till now has been:
- 17/02/2016 PCN received for £100 or £60 if paid within 14 days.
- 18/02/2016 I appealed through UKPC's website without naming the driver, stating I had a valid permit for the use of said space and attached a picture of the permit (at the time I didn't know it was best to not apply so soon and I was hoping to not "waste" the 14 Day Early Pay Discount). I had hoped the fine would get reduced to £16 as it had happened in the past when we have forgotten to display the permit.
- 23/02/2016 The nice UKPC people send me a letter acknowledging my previous correspondence, confirming I can still pay it at a reduced rate of £60 and kindly asking for the driver's details.
- 29/02/2016 I received the above letter and appealed through their website again. I didn't provide the driver's details but insisted on my legitimate right to use the parking space and attached the parking permit picture again.
- 18/03/2016 The not-so-nice UKPC people send me what seems to be a Notice to Keeper where they don't acknowledge my 2nd appeal, don't reduce the fine to £16 and completely disregard the 14 Day Early Pay Discount even though the PCN should've been on hold whilst under appeal.

Unfortunately I have been out of the city and only found this letter on the 28/03/2016.

Do I stand any grounds for appealing this?
I would very much appreciate your advice.

    I've spoken with UKPC on the phone to gain more insight on this matter and they have informed me that the last letter was because I'm not the driver nor the keeper and that for the appeal process to move forward in a normal manner, either the driver or the keeper of the vehicle would have to appeal.
    Still, I was previously told by them I could appeal on behalf of the driver/keeper, and their last letter was addressed to me as registered keeper (even though I'm not) and stated they had reasonable cause to obtain my details (as registered keeper).

    They can only pursue the driver or keeper.


    So leave them to get on with it and don't ring them any more!

    I'm purposely trying to deal with this myself as I feel responsible for getting my friend in trouble. Is there a way I can do that?

    You could admit you were the driver, thus allowing them to train their sights on you, but really not recommended.


    Your friend will presumably eventually get a NTK, at which time you could direct him here.

    Never ever ever ever phone a PPC!! Especially this lot.

    They could fool you into mentioning who was driving, or deny that any phone call took place.

    Everything in writing or email.

    You could you argue that while the vehicle was in your space you were the temporary keeper.

    Check with your friend/registered keeper to look out for a NtK

    Thanks for the sound advice. I've got my friend to appeal and to check for further correspondence from UKPC.

    If the PPC don't purchase keeper details from the DVLA & send your friend a valid NTK then they cannot pursue them as keeper. It looks like the usual stupid PPC that doesn't send out an NTK when the windscreen ticket is appealed.

    Don't do anything more. Don't write. Don't appeal & defintely do t phone them. They have about 4 weeks left to issue a valid NTK.

    This might've been a good idea, but unfortunately I already advised my friend to appeal and he has done so, thus providing them with the Keeper details.

    If the PCN was mine to deal with I would happily make UKPC's life as difficult as they're making mine, but since it's not, I would just settle for their typical charge reduction to £16 and get this over with for my friend.
