*pedant mode* - I think the actual wording is that you must undergo a 'chargeable event' every 6 months.
    ....
Maybe an incoming call would suffice?
I have never heard of chargeable incoming calls.
We have a Three sim that we've had for several years without credit. It is just used for incoming calls. We haven't been cut off yet - Grumbler says we are very lucky.
    Absolutely.

My Tesco SIM that was never topped up remained alive for more than 2 years, but had been cut off eventually.

It's worth mentioning that some providers (Virgin?) give you some time to resurrect the SIM and the credit after it's cut off because of inactivity.

You could get a Tesco Mobile SIM only contract from £7.50, as that is capable of being capped at a level chosen by you. That's the only child-safe contract that I know of.
You might find he wants to do more on it than just phone you.
No free lunch, and no free laptop ;)

Our kids have PAYG and pay for credit out of their pocket money - which quickly lead them so understanding what costs money and what doesn't! I'm proud (I think) to say they are more MSE than me :money:No way will they waste money sending texts when they can usually find wifi and use FB, messaging apps etc for free. They only need to top up once every 6 months or so. If they phone me, I'll reject the call and call them back.

Nope, but obviously Three deem it to be a chargeable event otherwise they would have cut off our PAYG phone (you know, the one that we've had for about 5 (?) years) without it ever having any credit on it)

Or perhaps we are just lucky. ;)
