Hi A bit of advise please? A car that belongs to one of my neighbours, which he has been tinkering with for 2 years, and has been declared as off road (SORN) with no MOT or tax, is being freely driven around by said neighbour. I would report it with no hesitaion or qualms. Even if someone else has already reported it, it is your duty to also report it (more people complain, the more likely action will be taken). If he did injure someone, your inaction in not reporting it, would be a contributory factor.
