Car declared SORN but....

A bit of advise please?
A car that belongs to one of my neighbours, which he has been tinkering with for 2 years, and has been declared as off road (SORN) with no MOT or tax, is being freely driven around by said neighbour. It's a little bit annoying, as the rest of us seem to have to abide by the law-what makes him think he is exempt? What if he crashes in to someone-they'd be screwed! :mad:
My question to you guys is, would you report it? Or just leave it?
And please, no replies telling ne I'd be a 'grass'-I'm fully aware of that already
I don't mind being a grass if someone is breaking the law deliberately.

Not having tax or MOT (provided that the vehicle appeared to be in a reasonable condition) wouldn't make me report it, but not having valid insurance would.0

Is it definitely still SORN and is he using it much?
You can always report it to the police but unless they find it on the road there isn't really much they can do.0 -
Definitely SORN, MOT expired May 2014. Not using it much suppose. It just gets my pip a bit when the rest of us have to comply0

Report it. Grinds my gears when i spend my hard earned keeping my vehicles fully legal when I see others flouting the rules. Consequently I use this link quite a bit:
