Got parking ticket outside hopsital A&e without any parking restrictions

Hello Everyone,
Just need a bit of advice, yesterday I took my 77 year old Mum to Dewsbury District hospital A&E Section. she had a Severe Asthama attack and had difficulties in

beathing so we went to the hospital and I parked on the other side road which has been newly resurfaced. The road has no signs or any NO PARKING signs or Double yellow

and single yellow lines. When I came out after 3 hours, I was left with a parking ticket along with other people who had parked on the same road - Left or Right side.

I just want to pickup your brains as to if this parking notice can be considered invalid as there as no signs saying that you have to park for parking or any parking bay allocations or anything of any sort, neither No loading or stopping signs. It seems to be some cowboys who were doing it as the car behind me told me me this. They are some Wales based company operating in Yorkshire.

Your opinions would be helpful as its not about £25 but its about principle and rouge money making tactics.

I can't see any mention of membership of an accredited trade association so they may not be able to get keeper details. The hospital can, but only by making a paper application and only for trespass.

I suggest you read the Sticky thread for NEWBIE while you wait to see if you get a notice to keeper.

Don't contact them until you get more expert advice form the regulars here.

I can see several things wrong with that bog-paper such as adding a charge for credit or debit car payments which is not allowed.

The bit about it being an offence for anyone other than the driver to remove the notice is utter cobblers.

Sending payment with the appeal is cobblers as well. If you did that you would never see your money again.

    The creditor is not mentioned.

I could have knocked that up on my printer and bunged it on a load of cars. What a scam.

Complain to PALS and use social media to spread the word about this scam.

Looks like the NHS Trust think they can issue PCNs with no signs or lines in place. Not sure how they think they have 'reasonable cause' to get the DVLA data for cars parked in an unmarked area with no signs, no contract, nothing. You cannot 'breach' a contract you know nothing about and were given no information about.

There have been suggestions too that NHS Trusts are not a legal entity/landowner in their own right, so again one wonders how they are getting data and who is actually paid to issue these PCNs, and paid by whom.

The above appears to be who they reckon you should 'appeal to' - just a debt collector; this is all a load of rubbish really. A tin-pot set up by an NHS Trust who don't know what they are doing, IMHO.

I would not respond to the windscreen PCN. Wait and see what the Notice to Keeper (the first letter, however headed/described) looks like which I bet will arrive late/be worded in a way that makes it incapable of keeper liability. I would not appeal this one at the usual recommended time, instead just wait.

And in the meantime, certainly complain to PALS without saying who was driving. So the complaint could be put in the name of the patient who is most upset that the car she was in got a PCN...blah blah'
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

please note that that mob are a member of the CSA (not the BPA or IPC) , IF you get a NTK via the post , contact the DVLA immediately to see who has applied for your details.

Brian Dodge (DVLA) has publicly stated that the CSA are not able to use their DVLA access for chasing private parking tickets.

they (B Dodge) stopped ANPR Ltd in their tracks when they were booted from the BPA , joined the CSA and tried this.

Guys do you think it would be worth to appeal, looks like they are self adjudicators and will reject the appeal also on the other hand I'm just worried that this parking notice will end up in a bigger pay packet for themselves, would it be worth to keep quiet. Someone on the ward told me that they saw the Cowboys doing this same thing on Thursday night and they just write out tickets with no picture or evidence which

Which means that they have no evidence as to if that particular car was parked or not. Am I on the right lines...
