VCS - Liverpool Airport Camera Fine

Hi. Can anyone help regarding a "stopping on a roadway where stopping is prohibited". The offence dates back to 10/01/15 when returning with friends from abroad my wife, who was collecting us, stopped on a side road close to the airport and we jumped in the car. She stopped for about a minute. A vehicle parked on the pavement took a photo and I received a fine several weeks later. I have received numerous letters with increasing fine amounts over the last 12 months. I have ignored them all. I have now received letters from a firm called bwlegal which I think maybe a sister company of VCS. The fine is now £154 with threats that it will be £254.29 if they issue county court proceedings. They are giving me 16 days till 7/04/16 to pay the balance to prevent legal action being taken. Please can anyone provide some advise as to whether I should continue to ignore them or what I should do to stop these people from harassing me. Thanks in advance.

It is not a fine.
Ignoring a PCN has not been advised since the law changed in 2012.
You can however safely ignore debt collectors and I think the letters you are getting are from a solicitor acting in a debt collector capacity.
Please read the Sticky thread for NEWBIES for more information, and also do a search on this site using keywords such as JLA.
Airports and Railways are covered by byelaws so you should be researching that as well. Byelaws do not apply to the keeper of a vehicle, only the driver so it is imperative that you do not mention the driver's details.
You can challenge this with VCS even though they say you are out of time.
VCS are IPC cowboy kangaroo court members so the challenge/questionnaire you will find in the NEWBIES thread should be used exactly as it is, but also pointing out that as keeper liability does not apply on airport land they must only pursue the driver, who of course you will not name.I married my cousin. They are as unlikely to take you to court as turkeys are to vote for Christmas.You never know how far you can go until you go too far.0

what "The Deep" and I are saying is that VCS will not let a case regarding the airport get to court.
A judge would kick it out , the press would jump on it and it would be fired back to VCS every time they issued a ticket in those circumstances .
VCS "DO" do court , however the airport situation stinks as they pay the airport for fishing rights , and then trap people

some further reading for you ....
The scammers that infest some of the smaller airports are in cahoots with said airports as its is a (allegedly) mutual financial arrangement ....
Go back two years or so and you would have won this at a POPLA appeal ..... however in the world of PPC's they created another trade body (the IPC) that have a (again allegedly) kangaroo court (the IAS) The IAS seem to treat appeals as a lottery 80%+ loose irrespective of the evidence.......
you therefore can, after reading the below, do the first appeal (a new template appeal/questioner for the IPC is in the newbie thread) ,and then ignore .... or do the appeals as a paper trail.
VCS did try out their first small claims court case over such ....and as predict that they pulled out before the trial ..... . They did not dare try placing this before a real judge! and have not yet tried again ..... I wounder why ?

Simply put, you cannot enforce a contractual charge simply for stopping when the only way to find out what the contract is is to stop (in order to read the terms of the contract)!!! That's when any court would throw this out.
You need to brazen this out and follow the advice above.0 -
The whole stopping where prohibited thing at airports is full of so many holes the parking community (us) is desperate for a court case. Unfortunately, VCS know this so will never shoot themselves in the foot by setting a damning precedence against the whole scam.0

There's been no movement on the whole subject of the retrospective VCS signage application (15A/0657) with Liverpool Council since the Council's last update to me of 3 February.
I've also tried to seek the assistance of the LJLA Consultative Committee (CC) in getting LJLA to accept that ByeLaws are in place and hence any so called stopping offences are a matter for the magistrates court and not a civil contractual claim, so far with little success.
I'd like to take another tack with this matter.
Does anyone know of a solicitor or barrister who would offer a pro bono opinion on whether the signage at LJLA can form the basis of a contractual offer. If the opinion confirms the generally held view here that the signs can't constitute a contractual offer then I'll offer this evidence to the CC. Under their Constitution paragraph 2 they are required to "consider any question in connection with the operation of the Airport as it affects the communities represented or the amenities of the neighbourhood;" and "protect and enhance the interests of the users of the Airport. "
So given that the CC has a duty to protect the public I'll ask the CC that they insist LJLA either takes one of these stopping matters to court to clear up the matter once and for all - and I'll offer my particular case, or instruct VCS to stop issuing these stopping offence notices.0
