We both use the road fairly regular , but it's easy to be distracted occasionally , wouldn't you agree?

No, if it were a 20MPH limit, there would be signs.


No signs to the contrary, urban area, street lights = 30MPH limit.

There are several estates in the area that are 20mph zones, these are quite large estates and only have a oblong sign with 20 zones on them at the entrance routes of the estates, no other 20 signs within the estate itself

2mph over the limit IS speeding. Speeding is an absolute offence. 30.000000000000001MPH is speeding.
But I wouldn't prosecute anyone for doing 32MPH on a 30MPH road on a nice clear safe road.
