Strange paint bubbles on pained kitchen wall? what are they?

I need to ask I have noticed around some of the edges the paint is not sticking to the wall, should I pull those parts off? Most of the edges of the paint are stuck tight to the wall and I really would have to scrape it off, but some edges are loose, should I pull those away until I reach a part where the paint is stuck tight to the wall or should I just leave it?0

If I tap on it its very hard, like concrete, but if I tap lower down on the wall its hollow sounding?
its like a brick wall with plaster on it and ontop of the plaster its like a thin layer of browinish paste on top? I dont know what it is? Anyone any idea?0 -

You've already been told you need to sort the damp not just paint over it.0 -
I think you should get a professional in to sort it out for you if you can't tell the difference between hardboard and plaster!0

The damp has already been sorted by fixed the cooker hood, but now just need to wait for the walls to dry out, wonder how I can speed the drying process up.0 -
Heat the room a bit more and also air it during the day if you can.
The plaster will need to dry right out, then it'll need to be wiped down with a damp cloth.
With regards to the flaking paint. The bits that are loose need to be scraped off, then fill around the edges with an easy sand filler, sand this so you can't see or feel the change in level, then give it a mist coat before painting with the top coat.

I think the problem was probably damp and the fan should have sorted it, rub down with fine (about 240g) paper to feather the loose edges until you have a sound joint between paint and plaster. It looks like plaster to me, no reason for that to be hardboard and damp hardboard would be blowing. Once the wall is dry you can repaint. If you have any PVA adhesive mix a samll amount 5 parts water to 1 part pva - it will look like thin milk. Give the bare plaster area 1 quick coat - it will dry in minutes. Then overpaint with finish. I doubt you will need stainblock for this but if you do always use a solvent (oil) based stain block. We like the Polycel one and the Zinster one. Ronseal water based DOES NOT WORK on most water stains. You only really know if a stainblock is required if stains show through paint, but don't worry you can add a stain stop coat and then just overpaint again.Mr Generous - Landlord for more than 10 years. Please don't PVA the walls, use a mist coat on the bare plaster.0
