Extinguish someone else's fire

Is it legal or illegal to extinguish someone else's fire or garden chimley?
One of my neighbours have had an issue with the people in the flat below her, who every weekend through the summer, lights a BBQ (which is not a problem as it is sited elsewhere in the garden) lights a small fire on the floor of her garden and also lights up a chimley that, that we think, she purposely's place directly under my neighbours windows as she knows it irritates and frustrates my neighbour. My neighbour likes to have the windows open for fresh air and comfort through the hot periods. They have had many cross words and the person below is a typical antagonist person. She just loves to p*ss people off. Several of us have asked her to stop but she wont.
I suggested that my neighbour could borrow my hose pipe and when it happensagain, she could use the water to extinguish the chimley.
The council have been called various times over the last two years but are no help what so ever. They just want to keep monitoring the situation. I believe in dealing with things yourself. So my question is, can she or we, extinguish her smoke equipment with water when it is causing a nuisance. Is it legal to do it or illegal?

I suppose if the water damages the chimley (whatever that is), it would be criminal damage - but I doubt the police would want to get involved. But there could still be a civil claim for damages.
Or perhaps a police officer might decide that hosing the neighbour's chimley is breaching the peace.
Out of interest, do you think that hosing the chimley will help the neighbour see the error of their ways, and so become a more reasonable person and a better neighbour?0 -

Except that I suspect that it's actually a 'Chiminea' rather than a 'Chimney' that's being discussed here.
So perhaps this is an undiscovered new variant of the gene. We should tell the Cambridge scientists.0 -

It's not genetic - it's nurture not nature.
All families have 'pet names', 'pet words' which the children use because the parents do and it becomes a family joke. It's then extended to use outside the family too.
Nothing to do with geriatrics.
Mikey- if you want to escalate this into a full-scale war between neighbours, then yes, I recommend using the hose pipe!0 -
