UKPC at work

Ah my nemesis! I parked at work (permit displayed, daily fee paid) but in a hatched area/yellow lines (people park there every day as it is not blocking and the parking is heavily oversubscribed). I have drafted the first letter below to send to ukpc. I will include a copy when I contact work's parking team as I know the appeal goes back to them.
Something they have mentioned to me in the past (I have had a few of these over the years, but each time instructions have been different as to what to do - thanks to this forum I know
) is that they self ticket using traffic officers employed by the uni but working on behalf of UKPC. In an email in the past they have mentioned that I was ticketed 'by my colleagues'. Please could you make sure what I have said in the email below makes sense for a first 'soft' appeal?
I challenge this 'PCN' as keeper of the car and I will complain to the landowner about the matter if it is not cancelled.
I believe that the signs were not seen/are ambiguous and the terms unclear to drivers before they park. Further, I understand you do not own the car park and you have given me no information about your policy with the landowner or on site businesses, to cancel such a charge. So please supply that policy as I believe the driver may well be eligible for cancellation.
The daily parking fee had been paid through swipe card salary deduction, therefore there is no genuine pre-estimate of loss. The sum is disproportionate, does not represent a genuine pre-estimate of loss, nor is it a core price term.
Further, the driver has not signed a contract with UKPC and has paid them nothing, since the parking contract is with the University, not with UKPC, and was placed on my car by a colleague not employed by UKPC. If this ticket is upheld, proof of contract between the University and UKPC would be requested.
There will be no admissions as to who was driving and no assumptions can be drawn. You must either rely on the POFA 2012 and offer me a POPLA code, or cancel the charge.
I have kept proof of submission of this appeal and look forward to your reply.
Yours faithfully,

Someone will be along shortly to assist you.
However, as many PPC's do self ticketing, I wonder the validity of this as those who self ticket clearly are paid a commission and must be on a self employed basis. Is this part of the so called "black economy" whereby the Inland Revenue is not aware ?
Plus if as you say, the UNI employ traffic officers, meaning the Uni takes a cut, I wonder who the contract is with ? the UNI or UKPC
I am sure that someone will be along to comment further0 -

Thank you. As per this thread by someone else, https://forums.moneysavingexpert.com/discussion/5303844 I have a contract with the uni. Uni employs officers who stick ukpc branded invoices on cars and ukpc deals with the admin.0 -
That first appeal is fine. Expect UKPC to write asking for 'more details' such as who was driving and/or a copy of a permit or proof of permission to park.
DO NOT REPLY. Wait for the rejection letter & POPLA code which will just follow, just ignore any letter digging for more.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you. I shall wait 21 days initially before sending.
I was not parked in a marked space, however do have all the necessary permits etc on display. I will post up my POPLA here when the time comes - I have never done one of those before. Thank you for your help.0 -

And that's exactly why I wrote a template because that is what not to say! Obviously you choose 'keeper' on UKPC's online page (not driver).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Just keeping this thread up to date and informed (much as for me than anyone else!)
Today is day 50 post contravention and I have received the ukpc stock letter asking for driver details and reminding me that the signage is clear and parkingeye v beavis regarding gpeol.
I'm hoping the ntk does not come through when it is due (next Thursday) so that MAY make popla win easier....but who knows! Still sitting tight waiting for popla (as I believe there is nothing more to do at this point.0 -

I did smile at the oxymoron of the thread title.

I did! (OK not all of this, but included when UKPC were banned) they were not interested in the slightest and fully believe UKPC are all sunshine and roses. Obviously had a good salesman(brainwasher) visit the university that day0 -
No NTK has been served. Hoping this will serve me well at popla. I hope they don't try to say the last letter asking for driver details and more info will be passed off as the ntk! I take it continue to sit tight and wait for the rejection letter plus popla code?0
