A small development. I copied in an email along the lines above to the bpa, dvla and my employers car parking department (who contacted UKPC for me since there is no email for UKPC, and of course believe ukpc are angels and ticket on behalf of them). They repeated that UKPC had asked for the extra info and would be writing to me again to kindly give me another 21 days to provide driver details.
I take it I just sit tight? No sign of a popla code on it's way or acknowledgement there was no notice to keeper or not keeping to POFA 2012?

You can't do anything without a PoPLA code but you are now well past the POFA keeper liability date. Complain to the DVLA and BPA that you haven't received them if you haven't already done so. I wouldn't bother contacting UKPC, just let the BPA do the job they are supposed to do.I married my cousin. I had to...I don't have a sister.

In response to copying in BPA, I got this from the head of operational services:
As this is outside of my remit, I have asked one of my team to forward to UKPC for them to respond to you directly.

So now following my 'complaint' to the bpa, ukpc sent another letter asking again for driver details 'following my correspondence with the bpa'. BPA have essentially ignored my complaint that no ntk was provided (only a letter asking for driver details) and forwarded my email onto ukpc. Still no popla.
I take it I continue to sit tight and wait if popla code ever comes? No one seems to know the difference between ntk and a letter demanding I tell them who the driver was.0 -
