Thanks - I really do appreciate the help! Date of offence - 27/01/16, date received 05/02/16, on site for 3 hrs, 15 minutes (15 minutes over max time), have not written to PE yet - hence asking for advice on here this evening0

in the meantime I am just going to print out the glove box parking guide , and use it to confuse wardens , although I suspect hitting them over the head with the printer might be betterSave a Rachael

ok we are getting to what is called "grace periods" , Ie time to find and park and time to exit
please read this similar case , and you will understand grace periods
if you are local to the site more info off the sign might help
does it say "XX hours" on site or "xx hrs parking" , as the cameras are at entry /exit and you are timed on those , but cannot physically park for that length of time.
there are a lot of sites that PE signage has been deemed illegal , stating the location might assistSave a Rachael

It is a customer notice stating that ‘from a specified date (last year) retail park customers will be allowed to park on site for a maximum of 3 hours between specified hours and days’
Sorry - I should have added - that is what is said on the banner as you enter the retail park (which is rather small), the other signage (placed very high up) does say that failure to comply with the terms and conditions will result in a parking charge of 100 pounds (pound sign not working on keyboard!!!) This is reduced to 60 pounds if paid within 14 days of the date of issue0 -

so are you saying that the signage belongs to the supermarket (whatever) and there are no Parking eye signs with terms on and in big print £XX penalty charge

Pictures of the signs would be useful if you can manage them later, but for now you should look up the BPA Code of practice with reference to grace periods. A period (undefined) should be allowed at the start to give motorists time to find a parking space, read the signs and decide whether to stay or not. A minimum grace period of not less than eleven minutes should be allowed at the end to allow time to load up, queue up, and exit the car park. ANPR times are not parking times.
In addition, read the NEWBIES thread and appeal using the BPA template in blue exactly as it is. Don't miss the appeal deadline. Don't use "Martin's" appeal template. It is nowhere near as good as the tried and tested method used in the NEWBIES.
Also, complain to the retail outlets you visited and request they get this ticket cancelled or you become ex-customers. Speak to in store managers, not customer services. If you get no joy, write to or email to the CEO.I married my cousin. I had to...I don't have a sister.

forget the MSE blurb and read and follow post #1 of the NEWBIES sticky thread near the top of the forum itself, about 3 threads down and use the blue text BPA appeal, without any alterations
ps:- you dont WRITE to PE, you appeal on their actual website, for free , using the template and copy and paste, appealing as KEEPER (important) - not driver
when PE reject your appeal , they will provide a popla code
post #3 of that same newbies thread explains popla with examples
you will then appeal to POPLA on several legal grounds of which one of them will be clause #13 of the BPA CoP , namely , GRACE PERIODS
this is say up to 10 minutes at the beginning as you entered the car park, and 11 minutes or more after you started the engine to leave the car park
the time in between is your actual parking time of say 2 hours , 59 minutes, so within the allowed time
plus PE have to include ANPR data collection details on their signs, as POPLA have recently allowed appeals like yours due to this as well as grace periods
so your popla appeal will contain about 6 or 7 appeal points, after you get the code

The sign belongs to PE as it doesn't mention one particular retail premises (of which there are several) - it's pretty similar to the 5th one along on the top row refers to various parking restrictions (although specific terms and conditions are in very small print) and, as already mentioned, the signs are located at what I consider a very unreasonable height, ie not at eye level0
