One piece of advice for the OP - Please, in any correspondence with the hire car company, the airport, the CC company or with the PPC, don't call this charge a "fine". It's not. It's just an invoice,What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

Surely this action is more than just a scam, its fraud and should be reported as such to the appropriate authority If they don't do anything it becames an even bigger scandal0

Just look what happened to UKPC and their doctored photos. They got a mild slap on the wrist from the BPA, a short denial of service from the DVLA and no action taken by either the police or Trading Standards. PPCs seem to be immune from any meaningful form of punishment.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -
If this type of behaviour is being carried out by employees of VCS, then it shows how they are now ruling the roost down a JLA and don't give a flying wotsit who they upset !0

As well as the other issues, this really needs to be thrown back at JLA
Until we see some Execs from JLA in front of a judge/fending off a court case not much will happen

As much as i detest these parking companies, those who allow them to operate should also not escape their responsibility's they are just as bad, if not worse than the PPCsFrom the Plain Language Commission:

I like that idea. BVRLA ADR might be easier though. The OP will need to point out why the POFA doesn't apply and Budget had no business nor lawful excuse to pay this nor charge a punitive admin fee on top, to boot.
As for VCS, the doctored picture mentioned here:The man in the camera van would clearly have been able to see we were all waiting to get through the barrier yet still took a picture of us stopped outside the barrier. He conveniently cut off the car that was at the barrier from the picture but you can still see 3 cars in the queue and the wheels turned on ours in order to get through the barrier.
... needs emailing to David Dunford at the DVLA with a major complaint, this is as bad as the UKPC photo doctoring:

It is worth also complaining to the IPC. You have to start by complaining to vcs. Complain, don't appeal, and you are not just looking for your charge to be cancelled you want more. Copy in the IPC at the same time.
When they give an unsatisfactory reply escalate to the IPC, and when they dodge the question, make another complaint to the DVLA that the IPC do not deserve ATA status.
It is only by pressure like this will these scammers finally get shut downDedicated to driving up standards in parking0
